Program Services Division

Overview

Program Services Division facilitates adherence, processing, and completion of federal mandates and departmental requirements affecting a variety of programs administered by the Department. These mandates and requirements include: Environmental Review & Clearances, Davis-Bacon Fair Labor requirements, Employment Opportunities For Low-Income People: HUD Section 3, URA: Minimizing Resident Displacement, Loan Closings, and Quality Assurance (Commitments and Disbursements) of federal funds.  Texas Department of Housing & Community Affairs established the Program Services Division September 1, 2009.

Compliance with federal mandates (Uniform Relocation Act/ Minimizing Resident Displacement, HUD Section 3, Environmental Review, Davis-Bacon) can affect release of funds and future program eligibility.

Loan Closings

Many housing programs administered by the Department, provide assistance to homeowners and developers in the form of deferred, forgivable, or repayable loans. This division will process both Single-Family and Multi-family loans. Program Services staff will coordinate with program areas and their staff to ensure the collection of all federal, state and Department required documents; that documents are received in compliance with all applicable regulations; and will process said documents for preparation of loan documents by the Department’s Legal staff. Program Services staff will also coordinate the loan closings with title companies.

Quality Assurance (Commitments and Disbursements)

Programs Services staff attend to quality assurance (QA) to ensure eligible and accurate commitment and expenditure of federal funds. This group of staff will process the final review, evaluation, and approval of information submitted via the Department’s Contract System and corresponding support documentation for program set-ups committing federal funds and disbursement requests from program participants in accordance with federal, state, and Department requirements as well as in a timely manner. These staff members will also assist program area specialists and program participants with Project Completion Reports closing out contract activities as well as the contract close out process.
