The Forum will be online from July 11, 2014 until July 31, 2014.The Texas Department of Housing and Community Affairs, the Texas Department of Agriculture, and the Texas Department of State Health Services are in the process of developing the State of Texas Draft 2015-2019 State of Texas Consolidated Plan. The U.S. Department of Housing and Urban Development (HUD) requires states to submit a Consolidated Plan regarding four of its HUD-funded programs. In Texas, this includes the Community Development Block Grant Program (administered by the Texas Department of Agriculture); Housing Opportunities for Persons with AIDS Program (administered by the Texas Department of State Health Services); and the HOME Investment Partnerships Program and Emergency Solutions Grant Program (administered by the Texas Department of Housing and Community Affairs).

Congress, Room 1-100 Austin, TX The State of Texas 2015-2019 Consolidated Plan is a document, required by the U.S. Department of Housing and Urban Development (?HUD?), that governs funds for the next five years received by the State of Texas from HUD for four programs: the Emergency Solutions Grants (?ESG?) Program and the HOME Investment Partnerships Program (?HOME?) administered by the Texas Department of Housing and Community Affairs (?TDHCA?); the Community Development Block Grant (?CDBG?) Program operated by the Texas Department Agriculture (?TDA?); and the Housing Opportunities for Persons with AIDS (?HOPWA?) Program operated by the Texas Department of State Health Services (?DSHS?). Representatives from TDHCA, TDA, and DSHS will be present to receive comments from stakeholders and the general public regarding the development of the Plan?s assessment of housing and community development needs.The hearing on July 23, 2014, gives the public an opportunity to provide comment on housing and community development needs, including priority non-housing community development needs, before the draft Plan has been completed. A draft copy of the Plan will not be available at the hearing. The comment received will help formulate the draft Plan to be presented at TDHCA?s September 4, 2014, Governing Board meeting, which will be followed by a 30-day public comment period and additional hearings to be announced in September.Anyone may submit comments on development of the Plan?s Housing Needs Assessment and Market Analysis in written form or oral testimony at the July 23, 2014, public hearing. The purpose of the roundtable will be to solicit input on these multifamily rules that govern the Department's Housing Tax Credit and Direct Loan programs in preparation for the 2015 program year. The new date for the roundtable will be Tuesday, August 5, 2014 from 9am to 1pm in Room 1-111 of the William B.
