Drafts for Public Comment

Texas Government Code, §2306.111(d) and §2306.1115 requires that TDHCA use a Regional Allocation Formula ("RAF") to allocate funding for its HOME, Housing Tax Credit, and Housing Trust Fund programs. The RAF uses appropriate statistical data to measure need for housing assistance, the availability of housing resources, and other factors relevant to the equitable distribution of housing funds in urban and rural areas of the state. The RAF is revised annually to reflect current data, respond to public comment, and better assess regional housing needs and available resources.

For the Draft 2016 RAF, the Department is releasing two Methodology documents for public comment; one for Multifamily Activities in the HTC and HOME Multifamily programs, and one for Single Family Activities in the HTF and HOME Single Family programs. The HOME Single Family, HOME Multifamily, Housing Tax Credit, and Housing Trust Fund program RAFs each use slightly different formulas because the programs have different eligible activities, households, and geographical service areas.

The Draft 2016 RAF Methodology is available for official public comment from July 17, 2015, through August 6, 2015, at 6:00pm Central Time. A public hearing will be held on Monday, August 3, 2015, 2:00 p.m. Central at the Stephen F. Austin Building, Room 170, 1700 North Congress Avenue, Austin, TX 78701.
