Lenders, it’s time to get with the programs:

The Texas First Time Homebuyer Program

The lender approval process for the Texas First Time Homebuyer Program (Bond) is a shared process between the Texas Department of Housing and Community Affairs and our Master Servicer (US Bank, N.A.). If you are interested in participating in this program as a correspondent lender, begin the process by completing and sending to TDHCA the Request to Participate in TDHCA Mortgage Revenue Bond Program (PDF). The request will be submitted to the Programs Master Servicer (US Bank, N.A.) for review.

Upon satisfactory review by the Master Servicer, the Mortgage Lender will be required to complete and submit to TDHCA the MRB Lender Participation Package. The participation package will be forwarded to Lender upon approval with Master Servicer.

After the participation package is received and a lender is approved by TDHCA to participate in our Single Family bond programs, lenders will only be required to execute an Offer to Originate Mortgage Loans for participation in future programs.

We encourage every lender to learn how to assist their borrower with the TDHCA Texas First Time Homebuyer Program (Bond). Please visit our Lender Training page to learn about training available to our lender partners. Only those lenders that are approved for the program and have participated in training can provide assistance to qualifying borrowers and be listed on the Lenders List.

Texas Mortgage Credit Program

Lenders who have an interest in participating in the Texas Mortgage Credit Program should review the documents below. To participate in this program, please submit to TDHCA the MCC Participation Agreement and the $1,000 Participation Fee (if required). The $1,000 Participation Fee is a "one-time" fee and not required for subsequent MCC programs.

TDHCA Texas Mortgage Credit Program (MCC) Forms

STEP 1: Lender must submit (via fax, email, or mail) the Request for MCC Commitment Letter Package (must request prior to closing). Please allow up to 5 business days for review/approval.

STEP 2: Lender must complete the MCC Program Submission Package and include Tab 6-10 in closing package to title company for signature.

STEP 3: Lender forwards to TDHCA the MCC Program Submission Package (above), along with the $75 Commitment Fee, 1% Issuance Fee and all other required documents (listed in Tab 5).

Once TDHCA reviews/approves the MCC Submission Package, the actual Mortgage Credit Certificate will be issued. The original certificate is sent via mail to the Borrower; copy sent to Lender.
