05/06/2019 The Analysis of Impediments to Fair Housing Choice (AI) is a process that recipients of U.S. Department of Housing and Urban Development (HUD) Community Planning and Development (CPD) grant funds, undertake as part of their obligation to affirmatively further fair housing (AFFH) under the Fair Housing Act.At the state level, the Texas Department of Housing and Community Affairs (TDHCA), the Texas Department of Agriculture (TDA), the Texas General Land Office (GLO), and the Texas Department of State Health Services (DSHS), are responsible for carrying out the work of the AI because these agencies receive and disburse HUD Community Planning and Development (CPD) funds. TDHCA lead the draft AI development process on behalf of the all Texas state agencies that receive CPD funds. To garner input on the draft AI, a public comment period will be open from March 25 through May 6, 2019, and 13 public hearings, one in each TDHCA State Service Region, will be held during the public comment period. Comments received after 5:00 p.m. Austin local time on May 6, 2019, will not be accepted.

This training is an updated version of the training commonly known as "First Thursday" Training and will cover Chapters 3 and 5, Exhibits 5-1 and 5-2, and Appendices 3 and 6 of the U.S. Department of Housing and Urban Affairs ("HUD") 4350.3 Manual. Those materials may be found on HUD's website at: https://www.hud.gov/program_offices/administration/hudclips/handbooks/hsgh/4350.3.Similar trainings have been provided in McAllen, Dallas and Houston. 1700 Congress Avenue Austin, TX The Multifamily Finance Division of the Texas Department of Housing and Community Affairs (TDHCA) will hold the third planning meeting for the 2020 Qualified Allocation Plan (QAP) on Wednesday, May 22, 2019, from 2-5 p.m., Austin local time, in the Stephen F. Austin Building, Room 170, 1700 Congress Avenue in Austin. Please allow enough time for travel and parking, given the extensive construction occurring along Congress Avenue. The agenda for this meeting will include discussing preservation strategies for existing affordable housing; Asset Management Rules; green building standards; and any other topics that staff may decide to bring to this meeting. Input from this meeting will be used to inform program activities, and policy and training efforts in the future. Information discussed will also be considered as consultation as it relates to the State of Texas 2020-2024 Consolidated Plan. It also allocates funding to rural and urban areas within each region. The Department has flexibility in determining variables to be used in the RAF, per Tex. Govt Code §2306.1115(a)(3), the department shall develop a formula that includes other factors determined by the department to be relevant to the equitable distribution of housing funds. The RAF is revised annually to reflect current data, respond to public comment, and better assess regional housing needs and available resources. The public comment period for the Draft 2020 RAF methodology will be open from Friday, May 24, 2019, through Friday June 14, 2019, at 5:00 p.m. Austin local time. Anyone may submit comments on the Draft 2020 RAF Methodology in written form or oral testimony at the May 29, 2019, public hearing. Written comments concerning the Draft 2020 RAF Methodology may be submitted by mail to the Texas Department of Housing and Community Affairs, Housing Resource Center, P.O.
