The Application is a document which requires a large amount of supplemental information; therefore, it is critical that the Applicant and/or consultant understand what information is being requested and what documentation is required to satisfy the various exhibits. Due to changes to the 2012 QAP, reading the rules prior to attending the workshops is strongly recommended. The workshops are being offered at no cost, however, we do encourage that you please register in advance. A draft of the 2012 application materials for the workshops are available online at http://www.tdhca.state.tx.us/multifamily/applications.htm. Please print these materials or download them to your laptop and bring them with you to the workshop. These materials will NOT be available as handouts at the workshop. The Department has also posted estimates of the 2012 9% Housing Tax Credit allocation estimates for the At-Risk Set-Aside and the Urban and Rural areas for each of the 13 State Service Regions. The Department is required by 10 TAC ?50.4(c)(10) to post the maximum amount of Housing Tax Credits that an Applicant can request and be awarded during the 2012 competitive cycle. The maximum funding request limits are available with the funding available by region and set-aside at the following link: http://www.tdhca.state.tx.us/multifamily/applications.htm. Please be aware that the 2012-2013 Qualified Allocation Plan was approved by the Board on November 10, 2011 but remains subject to approval by the Governor and final publication in the Texas Register. In order to augment TDHCA's formal public comment process, a workgroup is utilized, affording staff the opportunity to interact more informally and in greater detail with various stakeholders and to get feedback on designing more successful programs.
TDHCA programs serve urban and rural areas of the state. However, providing services and housing in rural areas presents unique challenges and opportunities. In order to address those challenges and make sure that rural input and concerns are adequately considered across all aspects of TDHCA's program development, design and implementation, TDHCA established the Rural Housing Workgroup.

The amended sections are proposed in order to achieve greater overall benefit to CEAP clients and to increase overall effectiveness of available CEAP funds.
The public comment period will be held between November 26, 2011 to December 6, 2011 to receive input on the proposed amendments.
