It reviews TDHCA's housing programs, current and future policies, resource allocation plans to meet state housing needs, and reports on performance during the preceding state fiscal year (September 1, 2019, through August 31, 2020). Written comments may be submitted to Texas Department of Housing and Community Affairs, Elizabeth Yevich, P.O. Box 13941, Austin, Texas 78711-3941, by email to the following address: info@tdhca.state.tx.us, or by fax to (512) 475-0070. 12/31/2020 The Texas Department of Housing and Community Affairs (TDHCA) is announcing an 8-day public comment period and one public hearing for a second substantial CDBG-CV amendment to the State of Texas Consolidated Plan: 2019 One-Year Action Plan (Plan). The Plan amendment proposes changes to the uses of $141.8 million in Community Development Block Grant CARES Act (CDBG-CV) funding. The CDBG-CV funds previously proposed to be used for rental assistance are now being proposed to be used partially for rental assistance, but primarily for mortgage payment assistance. The reason for this change is that a significant amount of federal resources have now been funded by Congress specifically for rental assistance and it is estimated that Texas will receive approximately $1.9 billion for rental assistance. Therefore, TDHCA is reprioritizing the use of the CDBG-CV funds to other needed activities. All other proposed activities for the CDBG-CV funds remain unchanged: food bank distribution expenses, relief for providers for persons with disabilities, legal services for persons with disabilities, and broadband planning.
