Some of the proposed rule actions - specifically in Chapters 1 and 2 - are not solely related to Community Affairs programs but apply to other Department programs as well. Rules to be discussed at the public hearing include 10 Texas Administrative Code; Chapter 6, which is newly proposed and addresses the Community Services Block Grant Program, the U.S. Department of Energy Weatherization Program, and the Low Income Home Energy Assistance Program; Chapter 7, which is newly proposed and addresses the Emergency Solutions Grants Program and the Homeless Housing and Services Program; and certain sections of Chapters 1 and 2 relating to Administration, Previous Participation and Enforcement. The rules, as posted, can be found at the Department's Public Comment Center under "Items Open for Public Comment" at http://www.tdhca.state.tx.us/public-comment.htm. Note that this hearing will not address 10 Texas Administrative Code ("TAC"), Chapter 10, Subchapter F, ?10.614, Utility Allowances, which is also currently out for comment.
