The Texas Department of Housing and Community Affairs (TDHCA) and the Texas Apartment Association (TAA) are presenting online Housing Tax Credit Training (HTC) on Wednesday, March 23, 2022.This training will be led by TDHCA compliance staff and provides a solid foundation of information that owners, managers, and on-site staff need to know in order to be in compliance with requirements for the HTC program.You must register with TAA. Access instructions and materials will be emailed to each registrant no later than the day before the online training. The Texas Department of Housing and Community Affairs (TDHCA) Compliance Staff will host a live online virtual training with regards to Housing Tax Credit developments and how they operate after the Federal Compliance Period. The virtual training will be held from 9:00 am until 11:00 am on Thursday, March 24, 2022. This training will focus on the monitoring and inspection requirements for developments that have completed the first 15 years of the affordability period. All affordable housing property owners, management personnel and on-site staff that operate a development that has completed, or is nearing completion of, its Federal Compliance Period are encouraged to attend. The course is taught by TDHCA compliance staff and will cover 10 TAC §10.623 Monitoring Procedures for Housing Tax Credit Properties after the Compliance Period. At the training, you will: Focus on the changes to monitoring and inspections that will occur when a property has completed the Federal Compliance Period. Learn where to look in the Land Use Restriction Agreement (LURA) for information regarding what is required after the Compliance Period, how long is the Compliance Period and what is required for the full term of the LURA. Get answers to your questions about the term of the property after the initial 15-year Compliance Period. You must register in order to attend. The discussion will include the following: whether the scoring item should be removed entirely (jobs numbers used are not necessarily jobs that tenants fill, so proximity to jobs may be less effective than intended, no consideration for remote jobs and commuting, etc.); whether the focus on jobs could be integrated into High Opportunity scoring; if the scoring item is retained, whether the radii used should be revised, discussion of rural vs. urban, and discussion of interplay with High Opportunity scoring; and possible other ways to meet a similar intent within the constraints of available statewide data.
