Currently the NOFA is anticipated to allow the successful development team broad flexibility regarding the site plan and unit plans; given the constraints involved with a small scale (34-unit) project on a 2.02 acre site located predominantly in the floodplain along the Dickinson Bayou; and considering the expedited redevelopment period of 12 to 18 months to lease-up. In addition the project?s design must ultimately conform to TDHCA standards of multifamily affordable housing as per the Department?s QAP, Uniform Multifamily Rules, Multifamily HOME Program, and Real Estate Analysis Rules and Guidelines. Funding for the redevelopment is anticipated to come from residual program income from the Tax Credit Assistance Program which has been allocated to preserve and redevelop Department owned affordable housing properties. The Department anticipates a funding cap of $3,000,000 for the redevelopment of these units. The NOFA will be designed as a competitive application round allowing for development teams to submit a comprehensive plan to redevelop the project within the guidelines described above. A key outcome of the roundtable will be the development of a threshold and scoring system to be utilized in determining eligibility for participation and will ultimately identify the highest scoring application to be awarded funding for the project. The scoring system will emphasize relevant experience and ability to perform in a short time frame while maximizing the leveraging of available state funds.
