The Report is required as part of the overall requirements governing the State's consolidated planning process. The CAPER is submitted in compliance with 24 CFR §91.520, Consolidated Plan Submissions for Community Planning and Development Programs. The 15-day public comment period begins Thursday, April 4, 2019, and continues until 5:00 pm Austin Local Time on Friday, April 19, 2019.The Report gives the public an opportunity to evaluate the performance of the past program year for five HUD programs: the Community Development Block Grant Program administered by the Texas Department of Agriculture, the Housing Opportunities for Persons with AIDS Program administered by the Texas Department of State Health Services, and the Emergency Solutions Grants, HOME Investment Partnerships, and National Housing Trust Fund programs, administered by TDHCA.
