The QAP and Rules are under review by Governor Abbott, the results of his review are due on December 1, 2016. In the event the Governor makes any changes to the QAP or Rules, they will be incorporated into the training. The Plan also illustrates the State's strategies in addressing the priority needs and specific goals and objectives identified in the 2015-2019 State of Texas Consolidated Plan.The public comment period for the Plan will be open from November 14, 2016, through December 15 2016. 01/04/2017 January's Emergency Solutions Grants ("ESG") Learning Opportunity will feature guest speaker Benjamin Cattell Noll discussing Rapid Re-housing case management. Mr. Noll will present tools and strategies homeless service providers can use to prepare both themselves and program participants for the transition away from financial and/or case management assistance. Speaking from experience, Mr. Noll works as Assistant Director of the Veterans First Program at Friendship Place in Washington DC. He is an experienced presenter, and has shared his expertise as a panelist during National Alliance for Ending Homelessness conferences.

This workgroup will discuss changes to the current reobligation and deobligation policy of WAP funds. It is anticipated that any suggested rule changes generated from this workgroup would be timed so that the proposed and subsequently adopted changes would be in effect for July 2017 WAP contracts.
