Some of the proposed rule actions - specifically in Chapters 1 and 2 - are not solely related to Community Affairs programs but apply to other Department programs as well. Rules to be discussed at the public hearing include 10 Texas Administrative Code; Chapter 6, which is newly proposed and addresses the Community Services Block Grant Program, the U.S. Department of Energy Weatherization Program, and the Low Income Home Energy Assistance Program; Chapter 7, which is newly proposed and addresses the Emergency Solutions Grants Program and the Homeless Housing and Services Program; and certain sections of Chapters 1 and 2 relating to Administration, Previous Participation and Enforcement. The rules, as posted, can be found at the Department's Public Comment Center under "Items Open for Public Comment" at http://www.tdhca.state.tx.us/public-comment.htm. The hearing is regarding an issue of tax-exempt multifamily residential rental development revenue bonds in an aggregate principal amount not to exceed $25,000,000 and taxable bonds, if necessary, in an amount to be determined, to be issued in one or more series (the "Bonds"), by the Issuer. The hearing is regarding an issue of tax-exempt multifamily residential rental development revenue bonds in an aggregate principal amount not to exceed $35,500,000 and taxable bonds, if necessary, in an amount to be determined, to be issued in one or more series (the 'Bonds'), by the Issuer. The proceeds of the Bonds will be loaned to Dalcor Arborstone, Ltd., a Texas limited partnership, or a related person or affiliate thereof (the 'Borrower'), to finance a portion of the costs of acquiring and rehabilitating a multifamily housing development. The housing development is described as follows: an approximately 536-unit multifamily housing development located at 6500 South Cockrell Hill Road, Dallas, Texas 75236 (the 'Development').
