Presentation Description:A brief overview of the Texas Department of Housing and Community Affairs (TDHCA), its programs, and how it partners with entities at the local level to enhance access to affordable housing and deliver services to Texans in need.
Learning Objectives: Attendees will learn how TDHCA’s administers its resources along a housing continuum from homelessness to homeownership, as well as what types of entities qualify to partner with the Department in providing these important housing and community service programs in their communities.
Relevance to Audience: Maintaining a healthy, sustainable community means ensuring all residents have access to an affordable home and the supportive services that eliminate poverty and foster self-sufficiency. But how does a community start an affordable housing initiative? How do low income Texans find essential poverty-prevention services? This session will provide a quick explanation to these and many other questions, offering a useful snapshot of the state’s housing agency and its programs.
Presentation Description:An overview of how civic leadership in small to medium-sized communities can maintain and expand the economic vitality of their town by enhancing homeownership opportunities and quality rental housing choice through the financial assistance of TDHCA.
Learning Objectives: Attendees will learn how partnering with TDHCA in homebuyer and rental housing programs can dramatically improve the stability of smaller communities by attracting new industry while helping retain existing populations.
Relevance to Audience: Small and medium sized communities face unique challenges: how does your town attract new business – and retain younger workers – while preserving all the positive attributes that define your community? This presentation will focus on how TDHCA’s housing programs can help keep “small town charm” part of an energetic and opportunistic economic development strategy.
Presentation Description: An explanation of how communities can facilitate the development of affordable rental housing to attract new business and meet the housing needs of a growing workforce.
Learning Objectives: Attendees will learn how to attract private developers of affordable rental housing to their community, and what the community can do to partner with these developers and help them secure needed financing from TDHCA to close the transaction.
Relevance to Audience: Workforce housing is a critical component of any regional economic development initiative. Knowing that employees will be able to find decent affordable housing can help sway the corporate decision-makers who determine whether they locate their business in your community. Additionally, these rental properties result in significant construction job creation and an influx of wage salaries and sales tax income for your community.
Presentation Description: Explanation of how eligible cities and counties may use TDHCA funds to repair or replace deteriorating housing, and enhance home accessibility, improving the quality of life for impacted homeowners while enhancing the neighborhood’s housing standards and local tax base.
Learning Objectives: Attendees will learn about the HOME Program’s homeowner rehabilitation program, and the Amy Young Barrier Removal Program which entities are eligible to apply for funding, the rules and regulations that guide the administration of the programs, what eligible activities the HOME Program and the my Young Barrier Removal Program can fund, and the Department’s reservation system that can significantly streamline the application process.
Relevance to Audience: Low income homeowners, especially low income seniors, often do not have the resources to maintain access, or keep their home in a safe, healthy condition. By repairing substandard homes, and adding accessibility features to homes, your city or county can help maintain homeownership and bring greater stability and vitality to the entire community. Repairing or rebuilding substandard homes, and adding accessibility features also benefit the regional economy through an influx of construction payroll salaries and increased taxes and fees that help fund essential public services.
Presentation Description:An overview of TDHCA’s homebuyer assistance programs and how they help place qualifying low to moderate income households in a home of their own, with an emphasis on the first time homebuyer.
Learning Objectives: Attendees will learn how their city, county, nonprofit or for-profit organization may be eligible to participate in state-sponsored homebuyer programs and offer either down payment and closing cost assistance to area residents or — in the case of eligible lending institutions — provide mortgage loans that offer competitive interest rates.
Relevance to Audience: Homeownership strengthens families and the vitality of entire neighborhoods while stabilizing the local tax base. Unfortunately, the inability to save for a down payment continues to be a significant obstacle for many buyers. By helping qualifying families through down payment and closing cost assistance, your agency will play a critical role in ensuring the sustainability of your community while helping more Texans achieve the American Dream.
Presentation Description:An overview of the state and federal resources available to organizations and advocates assisting the homeless, homeless individuals, and those on the verge of becoming homeless.
Learning Objectives: Attendees will learn about the Community Action network of local nonprofit and government agencies that currently administer a wide array of poverty- and homelessness-prevention programs, as well as how to access funds that can help your organization develop/operate an emergency shelter; provide health, housing, nutritional and employment counseling to homeless individuals; and offer assistance to individuals that can help prevent them from becoming homeless.
Relevance to Audience: The homeless population in Texas is not only growing but changing to include many more veterans, women, and children than ever before. Besides the personal impact on the lives of these individuals, homelessness brings instability to the community that can significantly lower the quality of life for all residents of the neighborhood. Learn what resources already exist that can help families end the cycle of poverty, as well as how your organization can access funds to help reduce the impact of homelessness in your community.
Presentation Description:A review of how the Department’s Compliance Division ensures health, safety and program compliance on the part of properties TDHCA funds, as well as an explanation of how a strong compliance program can help foster greater acceptance among neighborhood groups for affordable housing.
Learning Objectives: Attendees will learn about the manner in which TDHCA performs its contract and compliance reviews, the rigorous physical inspection process, the high program standards, and the resources available to the Department to ensure the properties it finances remain in good condition and meet all program obligations.
Relevance to Audience: Many communities are experiencing a shortage of decent housing that fits the budget of a younger workforce or an older resident living on a fixed income. However, neighbors often become anxious when they hear the words “affordable housing.” By knowing the stringent state and federal compliance rules, and the significant resources available to TDHCA to ensure property managers follow them, your organization can better inform neighborhood groups and lessen potential opposition.
Presentation Description: An overview of TDHCA’s energy assistance programs, their impact on low income households, how they advance the Department’s mission to promote affordable housing, and the network of nonprofit and government agencies that help deliver direct services to their clients at the local level.
Learning Objectives: Audience members will gain insight into TDHCA programs that help low income households meet their immediate energy needs while taking steps to reduce future consumption and further dependence on government resources. The presentation will also cover specific aspects of these non-entitlement programs that relate to client priority lists, the manner in which the amount of assistance is determined, and the important role consumer education plays in service delivery.
Relevance to Audience: Energy conservation may be a noble cause for most of us, but for tens of thousands of low income Texans it can mean basic survival. Households living in poverty spend as much as three times more of their annual income on a percentage basis for utility costs than does the average household. Learn how these programs can help low income residents in your community pay their utility bills or receive weatherization services than can drastically reduce those same bills, while receiving the consumer education that can help them better manage their energy consumption for years to come.
Presentation Description: A review of the Department’s programs specifically targeting the Texas-Mexico border designed to promote home ownership, improve housing construction standards, and empower residents with the resources to improve their quality of life.
Learning Objectives: Attendees will learn how eligible nonprofit organizations, for-profit entities, and local governments can access funding to help colonia residents and other qualifying households complete the purchase or repair of their home, as well as access a wealth of resources relating to housing and community development activities, infrastructure improvements, outreach and education, and much more.
Relevance to Audience: Low income residents of the Texas-Mexico border region often face significant and often unique challenges in their daily lives: Decent, sanitary housing is typically at the top of the list. Learn about the resources that help secure homeownership for low income residents, providing them increased access to the American Dream. Other programs offer concentrated technical assistance in the areas of housing rehabilitation, new construction, surveying and platting, construction skills, tool library access for self-help construction, housing finance, credit and debt counseling, and grant writing.
