Strategic Planning Process

Per §2056 of Texas Government Code, state agencies must complete and submit strategic planning documents every two years. The Legislative Budget Board and the Governor's Office of Budget, Policy, and Planning determine the elements required to be included in each agency's strategic plan.

Consolidated Planning Documents and Certifications

TDHCA produces the following publications in compliance with U.S. Department of Housing and Urban Development (HUD) reporting requirements for the following programs: the Community Development Block Grant Program (CDBG), the HOME Investment Partnerships Program (HOME), the Emergency Solutions Grants (ESG) program, and the Housing Opportunities for Persons with AIDS Program (HOPWA).

Regional Allocation Formula

In 1999, the 76th Legislature enacted Senate Bill 1112 (§2306.111, Government Code), which required TDHCA to develop and use a formula to regionally allocate its HOME, Housing Trust Fund (HTF), and Housing Tax Credit (HTC) program funding. The resulting Regional Allocation Formula (RAF) determines how this funding will be distributed among the 13 service regions used by TDHCA for planning purposes. The RAF methodology is described under the 2014 TDHCA Regional Allocation Formula Methodology. The resulting program funding distributions are provided in the appendices following the 2014 TDHCA Regional Allocation Formula Methodology.

Housing Finance Corporation Annual Report

The TDHCA Housing Finance Corporation (HFC) Annual Report is required by Title 12 of the Texas Local Government Code. The report presents data regarding single family mortgage loan activity of HFCs and demographic information for persons residing in HFC-financed multifamily units. The following documentation is available for completing the report:

Affordable Housing Needs Score (AHNS)

The AHNS has been discontinued starting 2013. The AHNS scoring criterion was formerly used to evaluate HOME, Housing Tax Credit (HTC), and Housing Trust Fund (HTF) applications. The HOME program and Housing Trust Fund have moved to a reservation system no longer requiring the use of this scoring mechanism. With regard to the HTC program, though not in statute, TDHCA believed that the AHNS helped address other need-based funding allocation requirements by responding to an IRS Section 42 requirement that the selection criteria used to award the HTC funding must include “housing needs characteristics.” With recent significant revisions to the Department’s Qualified Allocation Plan (QAP), there are several new items in the QAP scoring which address and respond to meet the Section 42 requirement under the HTC division.
