Getting Started with the Texas HOMEbuyer Assistance Program

How to Get Started

  1. Lenders Submit Materials
  2. Eligibility Determination
    • HOME Division staff review the submitted materials to determine eligibility under program guidelines and issue a pre-approval letter (if the household is determined to be eligible) or a denial letter (if the household is determined to be ineligible) via email to the lender and the applying household.
  3. Environmental Review / HQS Inspection
    • Once the household is determined to be eligible and a property is selected for purchase, the property will be submitted for environmental review to TDHCA’s Program Services staff and a Housing Quality Standards (HQS) inspection will be conducted.
  4. Funds Committed / Closing Documentation
    • Once the property is environmentally cleared and passes the HQS inspection, funds will be committed and reserved for closing. Commitments will last 60 days for existing construction and will last for 120 days for new construction. Additional items will be requested from the lender.
  5. Closing
    • Once all closing documentation has been submitted, the Department will arrange to table fund the HOMEbuyer loan amount on the day of closing.

No amount of HOMEbuyer assistance may be returned as cash to the buyer. Any decreases to the originally estimated, eligible down payment and closing cost assistance on the final HUD‐1 must be refunded to the Department.
