Texas Department of Housing & Community Affairs - Building Homes and Strengthening Communities

TDHCA Creates New Disaster Recovery Division

The Department has announced that it will create a new division dedicated solely to administering the more than $500 million in federal disaster funding the State will utilize to rebuild Southeast Texas communities damaged by Hurricane Rita.

In a related announcement, Kelly Crawford, Director of Portfolio Management and Compliance, was appointed Deputy Executive Director over this new division.

The decision to create a new disaster recovery division reflects TDHCA's high degree of commitment to award disaster relief funds as quickly as possible in a fiscally responsible manner.

TDHCA in December 2005 received $74.5 million in federal Community Development Block Grant (CDBG) Program funds for disaster recovery. A supplemental $428.6 million CDBG allocation is in the pipeline awaiting approval of the Department's action plan for committing and expending the funds.

Additionally, the State received a $16 million FEMA alternative housing demonstration fund grant to develop and deliver easily-assembled, affordable single family homes requiring a much shorter construction period.
