TDHCA Calendar

The Texas Interagency Council for the Homeless (TICH) meets quarterly to coordinate the state's resources and services to address homelessness and is comprised of representatives from state agencies along with members appointed by the governor, lieutenant governor, and speaker of the House of Representatives.

The Texas Department of Housing and Community Affairs (TDHCA) will conduct an in-person Income Determination Training in Austin, on Thursday, October 5, 2023, at 8:30 a.m., central time, in room 320 at the Thomas Jefferson Rusk Building. The Thomas Jefferson Rusk building is located at 208 East 10th Street, Austin, TX 78701. Registration will begin at 8:00 am and the training will begin promptly at 8:30 am.The Income Determination Training focuses on eligibility requirements of TDHCA's various affordable housing programs. All affordable housing property owners and managers, and all HOME program contract administrators are invited to attend. The course is taught by TDHCA compliance staff and covers topics such as income, assets, student status, documenting household income, and more.The training is scheduled from 8:30 am to 4:00 pm, with breaks in the morning and afternoon and a break for lunch. All affordable housing property owners and managers, and all MFDL program contract administrators are encouraged to attend. The Texas Department of Housing and Community Affairs (TDHCA) Compliance Division presented a training with regards to The Housing Opportunity Through Modernization Act of 2016 (HOTMA) on September 8, 2023. This webinar is an update to the information shared during the original webinar. Anyone planning to attend the webinar on October 13th should watch the recording of the September 8th presentation prior to the live webinar. The HOTMA rule was officially published in the Federal Register on February 14, 2023. TDHCA has until January 1, 2024, to implement the broader income and asset changes in Sections 102 and 104. The Department understands that recertifications with an effective date of January 1, 2024, or soon thereafter, were started in September of this year, 120 days prior to the anniversary. The Department is offering an update to the original HOTMA training on October 13, 2023. The training will run from 9:00 am until approximately 12:00 pm central time. This will be a virtual offering. This training will be beneficial for all of the Department¿s housing partners operating in any of the multifamily (HOME, TCAP-RF, HOME-ARP, NHTF, NSP, HTC, BOND, Exchange, TCAP and THTF) programs and Section 811. In compliance with §2001.023, Texas Government Code, a summary of the proposed rule follows:The Texas Department of Housing and Community Affairs proposes new 10 TAC Chapter 11, Qualified Allocation Plan (QAP). The purpose of the proposed new subchapters is to provide compliance with Tex. Gov¿t Code §2306.67022 and to update the rule to: clarify multiple definitions; update the Program Calendar; introduce a new tenant-focused tie breaker; revise underserved area and opportunity index so more potential Development sites will be competitive; increase Eligible building costs to respond to inflation; create a new scoring item to incentivize larger developments; eliminate Experience Certificates; Add automatic High-Quality Pre-Kindergarten awards for specified regions of the State; and provide for the use of 2024 State Housing Tax Credits.

In compliance with §2001.023, Texas Government Code, a summary of the proposed rule follows:§2306.359 of the Texas Government Code requires the Department to provide for specific scoring criteria and underwriting considerations for its multifamily private activity bond activities. The Department developed the Multifamily Housing Revenue Bond Rules to establish the procedures and requirements relating to the issuance of bonds. These rules speak to the threshold requirements of a pre-application and include the scoring items by which a pre-application is evaluated. These rules provide general requirements relating to the full application process where the Department is the bond issuer.

The Housing and Health Services Coordination Council (HHSCC) is codified in Texas Government Code 2306.1091. The purpose of the Council is to increase state efforts to offer service-enriched housing through increased coordination of housing and health services. The Council seeks to improve interagency understanding and increase the number of staff in state housing and health services agencies that are conversant in both housing and services.
