The Plan covers the State's Administration of the Community Development Block Grant Program (CDBG) by TDA, the Housing Opportunities for Persons with AIDS Program (HOPWA) by DSHS, the Emergency Solutions Grant (ESG) Program, the HOME Investment Partnerships (HOME) Program, and the National Housing Trust Fund (NHTF) Program by TDHCA. The Plan reflects the intended uses of funds received by the State of Texas from HUD for Program Year 2018. The Program Year begins on February 1, 2018, and ends on January 31, 2019.

The hearing is regarding an issue of tax-exempt multifamily residential rental development revenue bonds in an aggregate principal amount not to exceed $4,500,000 and taxable bonds, if necessary, in an amount to be determined, to be issued in one or more series (the "Bonds"), by the Issuer. The proceeds of the Bonds will be loaned to THF Lantana Apartments, LLC, a Texas limited liability company, or a related person or affiliate thereof (the "Borrower"), to finance the costs of acquiring and rehabilitating a multifamily housing development.
