The Texas Department of Housing and Community Affairs (TDHCA) is releasing a proposed rule action for the repeal and proposed new replacement of 10 TAC Chapter 7, Subchapter A, General Policies and Procedures, 10 TAC Chapter 7, Subchapter B, Homeless Housing Services Program; and 10 TAC Chapter 7, Subchapter C, Emergency Solutions Grants, as approved by the TDHCA Governing Board on October 26, 2023. The public comment period on this rule begins on November 10, 2023, and ends on December 11, 2023, at 5 p.m., Central Time. It reviews TDHCA's housing programs, current and future policies, resource allocation plans to meet state housing needs, and reports on performance during the preceding state fiscal year (September 1, 2022, through August 31, 2023). The Texas Department of Housing and Community Affairs (TDHCA) Compliance Division will present a live webinar "Income Determination Training with HOTMA Changes" on January 4, 2024, from 8:30 am until 4:00 pm, central time. The Department has updated the Income Determination Training to include all of the changes from the Housing Opportunity Through Modernization Act of 2016 (HOTMA). This training will be presented by Compliance staff and focuses on eligibility requirements of TDHCA's various affordable housing programs. All affordable housing property owners, management groups, managers, on-site staff, and MFDL program contract administrators are encouraged to attend.
