1701 N Congress Ave Austin, TX The Texas Department of Housing and Community Affairs announces a public hearing on September 29, 2016, in relation to the series of rule actions that were approved by the Department's Board on August 25, 2016, as part of the Community Affairs Rule Project. Some of the proposed rule actions - specifically in Chapters 1 and 2 - are not solely related to Community Affairs programs but apply to other Department programs as well. Rules to be discussed at the public hearing include 10 Texas Administrative Code; Chapter 6, which is newly proposed and addresses the Community Services Block Grant Program, the U.S. Department of Energy Weatherization Program, and the Low Income Home Energy Assistance Program; Chapter 7, which is newly proposed and addresses the Emergency Solutions Grants Program and the Homeless Housing and Services Program; and certain sections of Chapters 1 and 2 relating to Administration, Previous Participation and Enforcement. The rules, as posted, can be found at the Department's Public Comment Center under "Items Open for Public Comment" at http://www.tdhca.state.tx.us/public-comment.htm. Note that this hearing will not address 10 Texas Administrative Code ("TAC"), Chapter 10, Subchapter F, ?10.614, Utility Allowances, which is also currently out for comment. 10/05/2016 During October's Emergency Solutions Grants ("ESG") Learning Opportunity, guest speaker Aailyah Noble will provide an overview of a pilot program connecting homeless service providers and employment resources. In 2016, the Texas Interagency Council for the Homeless ("TICH") sponsored and oversaw a pilot program to replicate metropolitan area's employment navigators in rural settings. Ms. Noble is a VISTA Volunteer who developed a pilot project outline, connections with rural areas to host employment navigators, materials to train the employment navigators, and provided an evaluation of the pilot.
