Overview
The Energy Assistance Section administers two federally-funded programs through subrecipient agencies at the local level. These programs are focused on providing energy-related education, utility assistance, and energy conservation measures. Subrecipients are responsible for determining how to distribute the funds at their local level, in compliance with TDHCA requirements. Application intake, income verification, and all client services are handled by the local agencies.
These programs are the Comprehensive Energy Assistance Program (CEAP) and the Weatherization Assistance Program (WAP). CEAP provides heating and cooling home energy assistance. WAP provides weatherization services. To apply for services, use the links below to obtain contact information for the local agencies. You must contact the local agency to obtain an application; TDHCA does not provide any services directly to individuals.

- Call 2-1-1 and the operator will direct you to your local utility assistance service provider.
- From a landline, call toll free at (877) 399-8939 between 8 a.m. and 5 p.m., Monday through Friday. The toll free number will directly connect you with the CEAP service provider in your county.
If you need assistance weatherizing your home (WAP), find the local WAP service provider (PDF) nearest you.

- Call 2-1-1 and the operator will direct you to your local utility assistance service provider.
- From a landline, call toll free at (888) 606-8889 between 8 a.m. and 5 p.m., Monday through Friday. The toll free number will directly connect you with the WAP service provider in your county.
The CEAP and WAP subrecipients consist of Community Action Agencies, Nonprofits, Local Councils of Government (COGs), and Units of local government. Each subrecipient is to conduct local outreach, educate the community about the programs, conduct home visits when necessary, provide CEAP and/or WAP services, and document the services provided.
