Community Services

Programs Overview

The Community Services Section awards federal funds to assist local agencies providing assistance to needy Texas residents. Application intake, income verification, and all client services are handled by these local agencies; TDHCA does not provide any services directly to individuals.

During the SFY 2010, Community Services programs assisted 909,068 low-income and/or homeless individuals 2,058 of whom achieved incomes above poverty level. The programs administered by the Community Services Section are as follows:

Community Services Block Grant (CSBG)

The CSBG provides funds to Community Action Agencies, nonprofit organizations and units of general government to alleviate the causes and conditions of poverty in communities. CSBG is funded by the U.S Department of Health and Human Services (USHHS). TDHCA provides 90% of its CSBG funds to Community Action Agencies for the delivery of services to very low-income Texas residents in all 254 counties, while five percent of CSBG funds are awarded on a competitive basis to Community Action Agencies, nonprofit organizations and units of general government for a variety of programs that fight poverty poverty and provide disaster relief. Emergency Shelter Grants Program (ESGP)

ESGP is a competitive grant which provides funds to nonprofit organizations and units of general government for activities relating to shelter and services for homeless persons and the prevention of homelessness. Funding is awarded annually, with projects contracted from September 1st through August 31st. For the Federal Fiscal Year (FFY) 2011 The U.S. Department of Housing and Urban Development awarded TDHCA $5,171,449 and TDHCA will fund 44 projects. Homeless Housing and Services Program (HHSP)

The Homeless Housing and Services Program (HHSP) was established during the 81st Texas Legislature through an appropriations rider and codified during the 82nd Texas Legislature.  Through the program, the state provides funding to the eight largest cities in support of services to homeless individuals and families, including services such as case management, and housing placement and retention.   While no direct appropriations were made for the program during the 82nd Legislature, Senate Bill 1, 82nd Legislature, First Called Session, allows the Department to apply available funds to this program.  For State Fiscal Year 2012, the Department has identified at total of $5 million for the program. Cities currently served through the program include Arlington, Austin, Corpus Christi, Dallas, El Paso, Fort Worth, Houston and San Antonio. More »

Homelessness Prevention and Rapid Re-Housing Program (HPRP) (Recovery Act area)

The HPRP was established under the American Recovery and Reinvestment Act of 2009 (ARRA) for usage in the prevention of homelessness and the rehousing of homeless persons. TDHCA received $41,472,772 from the U.S. Department of Housing and Urban Development (HUD). In July 2009 the Department awarded HPRP funds to 58 private nonprofits and units of general local government. The funding period for subrecipients began September 1, 2009.
