Homeless Housing and Services Program (HHSP)
The Homeless Housing and Services Program (HHSP) was established during the 81st Texas Legislature through an appropriations rider and codified during the 82nd Texas Legislature. Through the program, the state provides funding to the eight largest cities in support of services to homeless individuals and families, including services such as case management, and housing placement and retention. While no direct appropriations were made for the program during the 82nd Legislature, Senate Bill 1, 82nd Legislature, First Called Session, allows the Department to apply available funds to this program. For State Fiscal Year 2012, the Department has identified at total of $5 million for the program. Cities currently served through the program include Arlington, Austin, Corpus Christi, Dallas, El Paso, Fort Worth, Houston and San Antonio.

The Department is seeking public comment on the proposed rules for the HHSP program. Notice will be announced in the Texas Register April 27, 2012 and the public comment period will close at 5:00 p.m., May 29, 2012. Refer to proposed rule for information on how to submit public comment.
